Importing Saffron into the UAE: A Practical Guide for UAE Importers (2026)

Importing Saffron into the UAE A Practical Guide for UAE Importers (2026)

Quick answer: On 18 August 2026 the UAE announced that all trade, commercial exchanges, and financial transactions with Iran are halted until further notice. Until that changes, UAE importers shouldn’t contract, pay for, or ship Iranian saffron without written legal confirmation. This guide covers how UAE saffron imports normally work, how to verify quality, and what to prepare so you’re ready when the position changes.

Updated October 2026

Why UAE buyers look at Iranian saffron

Iran supplies more than 90% of the world’s saffron, so many UAE importers, repackers, and spice traders have long worked with it. Before the war, the UAE was also Iran’s biggest source of imports (30.6%, about $21 billion in 2024), and Dubai served as a re-export hub for Iranian goods.

That relationship is now suspended. If you buy saffron for resale, plan your supply with that in mind, and check your contracts for clauses covering supply disruption.

Which grade fits your business?

GradeWhat it isBest for
Super NeginLongest all-red threads, strongest color and aromaLuxury retail, gifts
NeginAll-red, long threadsGourmet shops, hotels
SargolAll-red cut tips, high coloring powerRestaurants, caterers
PushalRed stigma with a short yellow base, best valueManufacturers, repackers

Match the grade to your end customer, not to the highest price. A restaurant supplier rarely needs luxury threads.

UAE import requirements for saffron

Licence. In Dubai, only a UAE-registered company with a food-trading or general-trading licence can import foodstuffs.

Regulators. Federal food-safety rules apply nationwide. Dubai Municipality handles food registration and clearance in Dubai, ADAFSA does the same in Abu Dhabi, and each emirate has its own receiving authority alongside UAE Customs.

VAT and duty. VAT is 5%. Older USDA reporting lists spices as duty-exempt under the GCC tariff, but that report is dated. Confirm the current rate for HS 0910.20 with UAE Customs or your broker.

Documents to ask your supplier for

  • Commercial invoice and packing list
  • Certificate of origin
  • ISO 3632 laboratory report for the exact batch
  • Health or phytosanitary certificate, if the authority requires it
  • Air waybill or bill of lading

Check that every document matches the product, weight, and batch number on the pack. Mismatches cause delays.

Labeling and packaging

Pre-packaged food follows the Gulf standard GSO 9. Labels can be in Arabic and/or English, but when extra information is shown, the mandatory details must appear in Arabic. Arabic stickers are generally accepted.

Check for product name, origin, net weight, production and expiry dates, batch number, storage instructions, and your importer details. Approve the artwork before your supplier prints it.

How to verify saffron quality

Don’t trust grade names alone. Ask for the lab report and read these numbers:

ISO 3632 categoryCrocin (color)Picrocrocin (flavor)
I≥190≥70
II≥150≥55
III≥110≥40

Category I also requires safranal (aroma) between 20 and 50.

Simple checks help, but they aren’t proof. Real saffron releases golden-orange color slowly in cold water, over 10–15 minutes, while instant red bleeding suggests dye. Only a lab test confirms authenticity.

Shipping and payment in 2026

Routes are unreliable. The UAE halted direct cargo with Iran early in the war, resumed it in late June, then suspended all trade in August, and the US naval blockade of Iranian ports remains in force.

Payment is the bigger risk. The suspension covers financial transactions, and UAE banks are reportedly tightening checks on anything with an Iranian link. Don’t send money or sign supply contracts before your lawyer and bank confirm what’s allowed.

How to choose a reliable saffron supplier

  • Provides batch-specific ISO 3632 reports without being asked twice
  • Names the grade, harvest year, and origin on every pack
  • Quotes clear Incoterms and lead times
  • Is honest about what it can and can’t ship right now
  • Sends samples before large orders

Common importer mistakes

  • Buying by price and grade name, without a lab report
  • Approving labels after printing
  • Ignoring harvest year (older saffron loses color and aroma)
  • Contracting before checking the current trade position
  • Skipping a customs broker
